Abstract

This study analyses the factors contributing to the high abstention rate in the 2024 Jakarta Regional Election, particulary in North Jakarta. Which recorded a non-voter rate of 47.07%. This research employs a qualitative descriptive approach through in-depth interviews with election organizers (KPU and Bawaslu), academic, and community representatives, supported by literature review. The result indicate that abstention can be classified into active and passive forms. Active abstention is associated with political distrust, dissatisfaction with candidates, and low voting efficacy, while passive abstention is influenced by administrative constraints, inaccuracies in voter registration, and environmental factors such as flooding that limit access to polling stations. These findings demonstrate that low voter participation is shaped not only by individual choice but also by structural and technical barriers. Therefore, strengthening political trust and improving electoral administration are essential to increase voter participation in urban local elections.
