Abstract
This study aims to analyze protesters' experiences of facing authorities during the demonstrations held on August 25-28, 2025, in Jakarta, and to analyze changes in the quality of participation space based on della Porta & Diani's social movement theory within the political opportunity structure framework. The policing of protest framework is used as a support to understand the forms of authorities' actions in handling the demonstrations. The approach used is descriptive qualitative, with data collection techniques through semi-structured interviews, observation, and documentation related to the demonstrations held on August 25-28, 2025. The results indicate that authorities' handling reflects two approaches: a coercive approach and a negotiation approach. The coercive approach was demonstrated through crowd control tools such as the use of water cannons and tear gas, on-the ground arrests of protesters, and post-protest legal action against activists. Meanwhile, the negotiating approach was evident through communication between authorities and protesters, providing space for speeches and long marches, and separating peaceful protesters from groups inciting unrest. This experience did not indicate a closure of participation, but rather a narrowing of its quality, marked by increased risk perceptions, a shift in feelings of security, and increased caution among protesters in using formal spaces. Furthermore, the increased risk prompted movement actors to strengthen and adapt previously employed strategies for conveying aspirations through public discussions, advocacy, digital campaigns, and internal coordination.
