Abstract
This study aims to analyze the effects of the Gini Ratio, Government Expenditure, and the Labor Force Participation Rate (LFPR/TPAK) on the Human Development Index (HDI/IPM) in West Kalimantan Province, while examining the role of Government Expenditure as a moderating variable. Using panel data from 14 regencies/cities over the 2012–2024 period (182 observations), the model is estimated using the Fixed Effects Model (FEM) with a Natural Logarithm (LN) transformation and Robust Standard Errors to address outlier and heteroskedasticity issues. The results indicate that the Gini Ratio, Government Expenditure (LN_BP), and the Covid-19 Dummy have a significant impact on HDI. Furthermore, the interaction variable is proven to be significant, confirming that Government Expenditure validly acts as a moderating variable capable of mitigating the negative impact of income inequality on human development in West Kalimantan.
