Abstract

Advancements in information technology (IT) require organizations—including hospitals—to implement effective IT governance to support optimal service delivery. As a modern healthcare facility, RSPPN Panglima Besar Soedirman faces various challenges, such as server failures, cyberattacks, server room flooding, and issues with its Hospital Management Information System (SIMRS), including bugs and data flow inconsistencies. Consequently, an evaluation of IT governance is necessary to assess the current state and identify areas for improvement. This study aims to evaluate IT governance, assess IT process capability levels, and formulate recommendations to enhance IT governance at RSPPN Panglima Besar Soedirman using the COBIT 2019 framework. A mixed-methods approach was employed, combining qualitative and quantitative techniques—including interviews, observations, and questionnaires—alongside analysis based on COBIT 2019 domains. The findings indicate that the evaluation focused on four processes: APO12 (Managed Risk), APO13 (Managed Security), BAI10 (Managed Configuration), and DSS04 (Managed Continuity). The resulting capability levels were 3.75 for APO12, 3.93 for APO13, 3.84 for BAI10, and 3.85 for DSS04. All processes fell into the "largely achieved" category, indicating that IT governance has been implemented effectively and in a structured manner, albeit not yet at an optimal level. Gap analysis revealed a disparity relative to the target level of 5, with gap values of 1.25 (APO12), 1.07 (APO13), 1.16 (BAI10), and 1.15 (DSS04); APO12 (Managed Risk) and BAI10 (Managed Configuration) were identified as the top priorities for improvement. Improvement recommendations focus on strengthening risk management, information security, configuration management, and IT service continuity at RSPPN Soedirman through enhanced risk monitoring, system and data security, and IT asset configuration documentation, as well as strengthened backup and service recovery measures, all aimed at elevating IT governance capabilities and supporting the effectiveness of healthcare services.
