Abstract

Food security is an important aspect of national development because it reflects people’s ability to access sufficient, safe, and affordable food. In 2024, the Indonesian government implemented a budget efficiency policy that reduced Special Allocation Funds (DAK) for agriculture, roads, and irrigation in many provinces. This study analyzes the effects of budget efficiency, economic growth, the number of farmers, rice production, and rice prices on provincial food security conditions represented by the Food Security Index (FSI). The study also examines how reductions in fiscal transfers affected the ability of provinces to maintain food security under different economic and agricultural conditions. A Multi-Criteria Decision Making (MCDM) approach with the Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE) was applied to assess 34 provinces in Indonesia. The results show clear differences in provincial performance. North Sulawesi, Central Java, and West Nusa Tenggara demonstrate the strongest capacity to maintain food security, while East Nusa Tenggara, West Papua, and Papua show the weakest capacity. The findings indicate that food security is influenced not only by fiscal support but also by economic conditions, agricultural resources, production capacity, and food price stability.
