Abstract
This study analyzes Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) cooperation in supporting maritime economic connectivity at Belawan Port, Penang Port, and Songkhla Port during 2020–2023. Using a descriptive-analytical qualitative approach, the study applies K.J. Holsti’s (1988, 2011) three-element theory of international cooperation shared interests and goals, joint policy formulation, and rules with continuing interaction as its primary analytical framework, complemented by the concepts of subregional cooperation, the Growth Triangle, and maritime economic connectivity as supporting conceptual foundations. Data were gathered through interviews with the Directorate of ASEAN Economic Cooperation, Ministry of Foreign Affairs of Indonesia, and business actors along the corridor, as well as official IMT-GT documents. Findings indicate that IMT-GT cooperation supports maritime economic connectivity primarily through an institutional platform for trilateral coordination and policy alignment. The three member states share genuine interests yet diverge in infrastructure readiness and implementation priorities. The IMT-GT institutional mechanism has produced progress in the institutional and regulatory dimension; however, a scheduled direct shipping route connecting all three ports had not materialized by the study period’s end. The consensus-based nature of ASEAN, which underpins IMT-GT, constrains implementation momentum as no binding enforcement mechanism exists. The study also identifies an awareness gap between IMT-GT policy commitments at the government level and the knowledge of business actors actively operating along the corridor. IMT-GT cooperation demonstrates tangible progress in the institutional dimension, while physical connectivity and direct impacts on business actors still require more intensive and coordinated efforts.
