Abstract
This research examines the implementation of the Jakarta-Tokyo Sister City cooperation in strengthening Smart Governance in Jakarta during the 2020-2025 period. This study is motivated by Jakarta’s increasing need for a more effective and technology-based governance system, particularly after the Covid-19 pandemic, which affected public services, disaster management, and economic activities. These conditions encouraged the strengthening of international intergovernmental cooperation through the renewal of the Jakarta-Tokyo Sister City partnership in 2020. This research aims to analyze how the implementation of the Jakarta-Tokyo Sister City cooperation contributes to Smart Governance in Jakarta during the 2020-2025 period. This study employs the Sister City Theory by O’Toole (2001) and the Smart Governance concept by Boyd Cohen (2012). The research uses a qualitative method with data collection techniques consisting of structured interviews with Biro Kerja Sama Daerah Setda DKI Jakarta and Biro Perekonomian dan Keuangan Setda DKI Jakarta, documentation studies, and internet-based research. The findings show that the Jakarta-Tokyo cooperation has become a strategic instrument in supporting technology-based governance through the strengthening of E-Government systems, improved pandemic disaster management coordination, and community economic empowerment based on collaboration and digitalization. This study recommends the use of additional theories and mixed methods so that future research on Sister City and Smart Governance can be analyzed more comprehensively. Furthermore, this research fills the existing research gap by analyzing the contribution of Sister City cooperation to the strengthening of Smart Governance in Jakarta.
