Abstract
South Sulawesi Province faces various challenges in fulfilling children's rights in education. The high number of out-of-school children is one of the obstacles to educational development, which has implications for achieving the Human Development Index (HDI). The low participation of early childhood in preschool education and learning gaps due to the Covid-19 pandemic also need to be addressed seriously in order to achieve national and global development goals. The government is trying to take strategic steps, one of which is by receiving support from UNICEF. The purpose of this study is to find out what UNICEF has done in its efforts to fulfill children's education in South Sulawesi in 2021-2023. This study uses international organization theory and the concept of the right to education. This study uses qualitative methods and descriptive research with data collection techniques utilizing interviews with sources from UNICEF and Bappelitbangda South Sulawesi as well as literature studies, namely journals, news, and official websites belonging to UNICEF and the government. The data obtained will then be reduced, presented, and conclusions will be drawn and verified. The results of the study show that UNICEF contributed through the PATS and PAUD HI programs in Bone, Takalar, and Bantaeng districts in 2021-2023 by collaborating with relevant actors, assisting the government in drafting policy regulations, and developing the capacity of the government and community through various training programs.
