Abstract
The documentary film titled Nelayan Eksil explores the alienation experienced by fishermen as a result of the impact of the Cilincing concrete seawall on the lives of the fishing community in Kampung Nelayan Cilincing, North Jakarta. By presenting the perspectives of those directly involved, this documentary conveys actuality and reflects the documentarian’s participatory engagement in capturing social realities. The documentary employs a free cinema approach that integrates participatory and observational modes to create a specific mood and visual aesthetic shaped by this method. Nelayan Eksil focuses on portraying the fishermen’s sense of alienation caused by the construction of the Cilincing concrete seawall. The documentarian assumes dual responsibilities as both producer and screenwriter in the creation of this film. The producer is responsible for leading and managing the production process from the planning stage to distribution, including the creative aspects of documentary form and style. Meanwhile, according to the Indonesian National Work Competency Standards (SKKNI) No. 348 of 2019, a screenwriter is responsible for developing a documentary script based on research conducted by the documentary researcher. A documentary screenwriter is required to have the ability to analyze research data and transform it into a structured narrative framework for the film.
