Abstract

The problem of conflict in Jakarta is a very complex issue in the midst of a pluralistic society. In addition, the trend of increasing crime rates in recent years increasingly shows the potential for social vulnerability that can threaten the stability of society. The establishment of the vigilance field is a strategic step for the Jakarta National and Political Unity Agency (Bakesbangpol) in handling social conflicts. This field has the task of monitoring and handling various potential conflicts in people's lives. The implementation of conflict management is carried out by the vigilance sector through a collaborative governance approach as part of coordinating anticipatory steps against various conflict triggers. This study aims to analyze the contribution of the field of vigilance in handling social conflicts through the application of conflict management theory and the concept of collaborative governance. Qualitative research methods with a case study-based research approach are applied based on the results of interviews, literature studies and policy documents. The results of the study show that the field of vigilance has made significant achievements in the implementation of coordination and the percentage reduction in social conflicts. The implementation of conflict management is carried out through the stages of early detection, conflict prevention, and conflict resolution, which are the main strategies in handling conflicts. In the collaborative aspect, the vigilance field carries out coordination by forming a team and forum to establish communication. From the results of the analysis, it was found that the vigilance field has shown effectiveness in carrying out collaborative governance practices through the implementation of coordination, facilitating dialogue, forming routine forums, and efforts to build information exchange. However, this effectiveness is still faced with the authority of the vigilance field which tends to be coordinated and facilitative, so it requires more adequate authority to deal with complex and rapidly changing social conflicts.
