Abstract
The development of information technology encourages the digitalization of administrative and financial management at the community level, including neighborhood associations (Rukun Tetangga). Manual management of residents’ contribution payments often causes problems such as payment delays, recording errors, and lack of transparency in financial reporting. This study aims to design and develop a mobile-based financial administration management application for neighborhood associations as a solution to these issues. The system development method used is the Waterfall model, which consists of requirement analysis, system design, implementation, testing, and maintenance stages. The application is developed using the Flutter framework with the Dart programming language and supported by a REST API and an integrated database. The system provides main features such as contribution bill creation, payment information, payment proof upload, payment verification by administrators, notifications, and payment history. System testing was conducted using the Black Box Testing method, and the results indicate that all application functions operate according to user requirements. The results of this study show that the developed application improves efficiency, transparency, and accuracy in managing residents’ contributions and facilitates both neighborhood administrators and residents in financial administration processes.
