Abstract
Greece's Policy in Addressing the Debt Crisis in 2018-2022 ABSTRACT The debt crisis that hit Greece in the early 2010s forced the country to undertake comprehensive structural reforms to restore fiscal stability and improve economic competitiveness. This study examines Greece's policy responses through internal and external approaches in the post-crisis period, specifically between 2018 and 2022. Domestically, the Greek government implemented various internal reforms, such as the Kleisthenis I Program to strengthen public administration and governance, labor market reforms to increase flexibility and productivity, and a restructuring of the tax system coupled with strategic investment incentives. Furthermore, the tourism sector was developed as part of an economic diversification strategy to reduce dependence on traditional sectors. Meanwhile, externally, Greece utilized various regional and international instruments and collaborations. The Greece 2.0 program, through the Recovery and Resilience Facility (RRF), was used to promote green growth and digitalization, while the Cohesion Fund and European Structural Funds (ESIF) played a key role in financing infrastructure and social development projects. Furthermore, the digital transformation strategy is outlined in the Digital Transformation Bible 2020–2025, which serves as a roadmap for modernizing the national bureaucracy and economy. Greece is also expanding international cooperation, including with the United Arab Emirates and Saudi Arabia, in the form of strategic partnerships in energy, technology, and investment. The findings of this study indicate that a combination of internal reform and external integration is key to Greece's post-crisis recovery strategy, while strengthening the country's position within the European Union regional framework and the global economic system.
