Abstract

This study analyzes the dynamics of France's defense diplomacy toward Indonesia during the 2021–2025 period. France reinforced its presence in the Indo-Pacific region and positioned Indonesia as a key strategic partner. Using a qualitative approach, this research employs Rational Choice theory and the concept of Defense Diplomacy to explore both countries’ national interests and motives. From a Rational Choice perspective, the cooperation is seen as a rational decision by both states to maximize strategic benefits. Meanwhile, Defense Diplomacy theory highlights how the partnership functions as a tool for trust-building, conflict prevention, and military capability enhancement. The findings show that cooperation extends beyond arms sales, such as the Rafale, to include technology transfer, joint exercises, intelligence collaboration, and industrial partnerships. This study underscores the strategic importance of defense diplomacy as a vital instrument in contemporary foreign policy. Keywords: Defense Diplomacy, Indonesia, France, Indo-Pacific, AUKUS
