Abstract
Micro, Small, and Medium Enterprises (MSMEs) play a crucial role in driving Indonesia's national economic growth, contributing over 60% to the country’s GDP. However, significant disparities exist in the distribution of MSMEs across regions, with high concentrations in certain provinces and underdevelopment in others. This study aims to analyze regional clustering patterns that lead to optimal MSME development in Indonesia by identifying combinations of factors that influence their growth. Using fuzzy-set Qualitative Comparative Analysis (fsQCA), the research incorporates five key causal conditions: Bank Credit, Domestic Investment (PMDN), Foreign Investment (PMA), Digital Literacy Index, and Household Expenditure. The study covers all 34 provinces in Indonesia with 2022 data. Results indicate one optimal configuration of causal conditions that explain the high number of MSMEs in 17 provinces, including DKI Jakarta, West Java, East Java, Central Java, Banten, and others. These provinces exhibit strong financial access, investment activity, digital capability, and high consumer spending. The findings underscore the importance of multi-dimensional strategies to support MSME development through regionally targeted policies. This regional clustering analysis is expected to provide insights for more equitable and sustainable MSME growth across Indonesia.
