Abstract

This study focuses on Brazil's foreign policy by analyzing the rationality of Brazil's decision to conditionally support the UN General Assembly Resolution ES-11/1 condemning Russia's invasion of Ukraine. This decision is analyzed based on factors related to Brazil's relations with Russia and the United States that influence Brazil in determining its foreign policy. The study was conducted using a qualitative approach through literature studies and interview methods, with the rational actor model (RAM) theory and the concept of national interest as a basis. The results show that Brazil's decision was rational, based on a profit-loss calculation that took into account economic and political interests with Russia, related to Russian fertilizer imports and support for permanent members in the UNSC, as well as political and diplomatic interests with the United States, especially regarding support for Brazil's membership in the OECD. However, there are limitations in the use of this rational actor theory model, where this theory is limited to analyzing the state as a single rational actor and ignores factors and actors other than the state.
