Abstract

General elections (Pemilu) serve as a crucial foundation for democratic governance, ensuring the equal participation of all citizens, including persons with disabilities. Despite legal guarantees, individuals with disabilities, particularly those with visual impairments, often face barriers to meaningful participation. This study examines the failure of the Komisi Pemilihan Umum (KPU) of the Special Capital Region of Jakarta in increasing the electoral participation of the Persatuan Tunanetra Indonesia (Pertuni) during the 2024 General Election. Utilizing Soerjono Soekanto’s role theory and Arend Lijphart’s theory of political inclusiveness, this research adopts a qualitative descriptive method, collecting data through semi-structured interviews, journals, and relevant literature. The analysis is conducted through data reduction, data display, and verification. The findings reveal a failure of the KPU to carry out its active role, alongside insufficient participatory roles from its supporting ad hoc bodies. The decline in participation is attributed to several factors: (1) exclusion of Pertuni from the planning of Braille Ballot Templates (ABTN); (2) uneven and unstructured voter education; (3) centralization of decision-making by the national KPU (KPU RI); (4) lack of representation of visually impaired individuals within the electoral commission; (5) dependency on formal organizations rather than personal outreach; (6) absence of participatory evaluation of inclusive programs; (7) lack of accurate and validated data; and (8) feelings of disappointment and disengagement within the Pertuni community. This study concludes that the KPU’s failure to engage inclusively and meaningfully has led to declining political participation and growing distrust among blind voters in Jakarta.
