Abstract
The letter management process at the Inspectorate General of the Indonesian National Armed Forces (Itjen TNI) has traditionally been carried out manually, from documentation to physical archiving. This practice presents several issues, such as delayed information distribution, difficulties in retrieving archived documents, and the risk of losing important files. This research aims to design and develop a web-based letter management application to improve the efficiency and effectiveness of administrative processes at Itjen TNI. The software development approach used in this study is the Waterfall model, consisting of five stages: requirement analysis, system design, implementation, testing, and maintenance. The application was built using the Laravel 10 framework and MySQL database, with the PIECES framework applied in analyzing the current system. The resulting information system includes key features such as user authentication, management of incoming and outgoing letters, document search, activity history tracking, and notification updates. Black box testing showed that all system functions performed correctly and met user requirements. The system successfully digitizes the letter management workflow, enhances access to information, and improves document accountability. In conclusion, the developed web-based letter management system is effective for use within Itjen TNI and holds potential for further development with enhanced security features and broader system integration.
