Abstract

This study aims to determine the efforts made by the United States to overcome the Sinaloa Cartel and the CJNG as organized crime groups (OCG) responsible for the IMF overdose crisis and the increase in violence during the López Obrador era. This study uses a qualitative method with a literature study approach by analyzing articles, books, and official government reports. Using the offensive realism approach and relational analysis developed by Snyder (1996), it can be seen that there is an unbalanced relationship between the two countries in addressing this problem. The results show that the United States' efforts are carried out through a framework of bilateral cooperation by providing financial and military assistance, preventing the flow of illegal weapons, and implementing a kingpin strategy. However, these efforts are not entirely effective and even trigger negative consequences such as increased violence due to internal fragmentation of the cartels and counter-reactions. In terms of interstate relations, the United States tends to dominate and promote a coercive approach based on its interests, while Mexico under López Obrador shows resistance to foreign intervention and prioritizes a narrative of sovereignty, although in practice remains dependent on United States assistance due to limited domestic resources. It is hoped that future research will examine the security dynamics of the post-López Obrador era with a more varied approach, considering the complexity and dynamics that continue to develop.
