Abstract
Natural disasters that occur in the midst of unstable political situations pose complex challenges in the delivery of humanitarian assistance. This was reflected in the case of the 2023 Mocha Cyclone that hit Myanmar when the country was under the leadership of a military junta. In this context, Indonesia faced diplomatic obstacles in channeling aid to Myanmar under the Myanmar Junta regime. This research aims to analyze Indonesia's strategy in providing humanitarian assistance, using the concepts of Humanitarian Aid and Disaster Diplomacy, through a descriptive qualitative method. The results showed that Indonesia implemented two main strategies in channeling aid. Short-term strategies are carried out through bilateral mechanisms to respond to the urgent needs of affected victims, while maintaining closed diplomatic relations with the junta authorities. Meanwhile, the long-term strategy was carried out through multilateral mechanisms through the AHA Center to improve regional stability and strengthen Indonesia's image as chair of ASEAN 2023. In both mechanism, Indonesia applies a silent approach in disaster diplomacy to maintain access to aid without causing wider conflict. This study offers a new perspective in the study of humanitarian assistance in ASEAN, especially related to the practice of the silent approach and disaster diplomacy in situations of domestic political conflict. The results of this study are expected to enrich academic references and become a reference for further research in the fields of international relations, regional diplomacy, and disaster management.
