Abstract
This research explores the cooperation between NCB-Interpol Indonesia and the Philippine National Police (PNP) in handling the repatriation of a human trafficking fugitive, Alice Guo, to the Philippines through the handing over mechanism in 2024. The aim of this study is to provide a comprehensive understanding of the role of NCB-Interpol Indonesia in implementing Police to Police Cooperation between Indonesia and the Philippines, with a focus on the case study of the handing over mechanism for Alice Guo. In this case, the formal extradition process was deemed less effective, prompting both countries to opt for Police to Police Cooperation (P to P Cooperation) as a faster and more efficient form of coordination. This study employs a descriptive qualitative research method, utilizing primary data through interviews with informants and secondary data from academic literature and official documents. The analysis uses concepts from international organizations, international cooperation, and transnational crime to assess the role and contribution of NCB-Interpol Indonesia in the repatriation process of Alice Guo. The findings indicate that NCB-Interpol Indonesia played an active role as a coordinator and information liaison, field-level technical executor, and facilitator of the handing over process. This research offers a deeper understanding of the dynamics of cross-border police cooperation and serves as a reference for developing more effective policies in handling transnational crime fugitives.
