Abstract

Human development is a key element in efforts to improve the quality of life of society. This study aims to analyze the influence of poverty rates, education levels, and open unemployment rates on the Human Development Index (HDI) in North Maluku Province during the 2017–2023 period. The data used are secondary data in the form of time series and cross-sectional data, analyzed using panel data regression with the Random Effect Model (REM) based on model estimation tests. The independent variables include poverty rates, the average years of schooling (AYS) as an indicator of education, and open unemployment rates, while the dependent variable is HDI. The results of the study show that poverty rates have a negative but insignificant effect on HDI, while education levels have a positive and significant effect. Meanwhile, open unemployment rates have a significant negative effect on HDI. This study concludes that education plays an important role in improving HDI, while reducing open unemployment should be a priority. Although the influence of poverty is not significant, this factor still requires attention as it may impact other aspects of human development
