Abstract
Within ASEAN, Indonesia has the fourth ranked labor productivity level in ASEAN. This indicates a complex challenge in the labor sector that has not been maximized. The purpose of this study is to see which provinces are included in the optimal category based on the Gender Development Index, Health, Minimum Wage and Investment. This research uses a continuous analysis technique, namely Crisp-set Qualitative Comparative Analysis (csQCA). The object used is 34 provinces in Indonesia in 2023. The results of this study show that provinces with optimal IPG conditions are located in the DKI Jakarta region with the Transjakarta Pink flagship program, optimal BOK conditions are located in the Southeast Sulawesi region with the flagship program Mobile Health Service Program, optimal wage conditions in 19 provinces due to government policies to maintain people's purchasing power, and optimal investment conditions in the West Kalimantan region by allocating investment in higher education and vocational training programs.
