Abstract

The recruitment process by political parties is still not standardized. There is a gap between idealism and the real practice of political parties, such as closed recruitment systems, elitism, and elements of dynastic politics. This research wants to see how the South Jakarta PDI Perjuangan DPC carries out recruitment, and what factors influence the recruitment process. The theory used is the Supply and Demand theory by Norris & Lovenduski. The method used is qualitative with a case study design. The data sources used are primary data and secondary data. This research involved the structural administrators of the South Jakarta PDI Perjuangan DPC, PDI Perjuangan legislative candidates in the 2024 DKI Jakarta legislative elections, election and democracy observers, and academics. The analysis stages used are based on Miles & Huberman which are divided into four phases, namely data collection, data redaction, data presentation, and conclusion. The results of this research are that the political recruitment pattern determined by the South Jakarta PDI Perjuangan DPC goes through three stages, namely certification, nomination, and election stages. The recruitment system used is a closed system. The candidate selection process is done using an online registration system directly to the DPP via the website, with 60% DPD authority, 30% DPC, and 10% DPP. On the supply side, the factors of financial resources, social networks, and political skills candidates possess are important in the recruitment process. Meanwhile, on the demand side, party preferences for legislative candidates are also important because parties see to what extent a person can bring a vote base to the party. The biggest presentation for legislative candidates came from within the party because the South Jakarta PDI Perjuangan DPC respects and appreciates the loyalty of its cadres. This is because party loyalists have strong trust and support from political parties, and party loyalists can represent the party's ideology and can be relied on to represent the aspirations of the people.
