Abstract
This research titled "Comparison of the Independence of Electoral Management Bodies in Indonesia and India" is motivated by the existence of three electoral management bodies in Indonesia: the KPU, Bawaslu, and DKPP, established to ensure their independence. However, the most independent electoral management body is found in India, which has only one body, the ECI. This study aims to analyze the comparison of the independence of electoral management bodies in Indonesia and India using the framework proposed by Oliver Joseph of International IDEA. The research method employed is descriptive qualitative with a comparative study approach. Data sources include primary sources such as interview results and secondary sources derived from journals or previous research. Data obtained were analyzed using the three-stage model of Miles & Huberman: data reduction, data display, and conclusion drawing/verification. The findings of this study indicate that electoral management bodies in Indonesia and India meet all aspects of independence as proposed by Oliver Joseph. Indonesian legislation has detailed regulations concerning these three bodies. However, in practice, the KPU, Bawaslu, and DKPP have not fully upheld this independence, often experiencing political interventions in electoral processes. In contrast, the ECI in India commands great respect, and electoral participants consistently abide by its decisions. The ECI is widely regarded as a fair arbiter in elections by participating political parties.
