Abstract

This research aims to discuss the political will of the Bogor Regency Government, particularly the Environmental Agency of Bogor Regency, in accelerating the handling of pollution in the Cileungsi River caused by factory waste. This study also aims to reveal the power relations that hinder the handling of pollution in the Cileungsi River. The research uses Brinkerhoff's concept of political will as the grand theory. Additionally, it incorporates several concepts from environmental politics, environmental justice, and oligarchy as analytical tools. The study employs a descriptive qualitative research method, using primary data obtained through in-depth interviews and secondary data obtained through documentation studies. The research uses purposive sampling techniques to determine the informants. The findings of this study indicate three main factors that hinder the handling of Cileungsi River pollution: waste disposal activities by certain factory officials, the existence of bypass pipes by company officials, and the power relations between business and politics. The Bogor Regency Environmental Agency has shown a relatively strong political will when linked to Brinkerhoff's concept of political will. Throughout 2023, the Environmental Agency of Bogor Regency imposed administrative sanctions on 20 companies and three legal sanctions in business license revocations on other industries. The implication of this research is to clarify to the public that the Environmental Agency of Bogor Regency has demonstrated political will in addressing the pollution of the Cileungsi River. Furthermore, it can uncover the power relations between business and politics that hinder handling the Cileungsi River pollution cases.
