Abstract
Since the pandemic COVID-19 began, child trafficking in Indonesia has steadily increased. This situation requires the Indonesian government to act seriously in dealing with existing problems. In efforts to prevent and combat child trafficking, the Government of Indonesia and UNICEF signed a 2021-2025 Country Program Action Plan (CPAP). In line with the implementation of the CPAP 2021-2025, in 2022-2023, child trafficking cases in Indonesia have been showing a downward trend. This condition indicates that UNICEF and the Indonesian government have role their duties well. Therefore, this research aims to analyze how the role of UNICEF in overcoming child trafficking cases in Indonesia in 2021-2023. In analyzing UNICEF's role, this research uses descriptive qualitative research methods and the concepts of child trafficking and the role of international organizations by Clive Archer. Referring to the used concepts, this research found that UNICEF has fulfilled the three major roles as (1) convenient tools for the Indonesian government to gain national goals and policies for children (instrument), (2) providing meeting places for cooperation and dialogue between the Indonesian government and other UN organizations (arena), (3) and actively act in supporting and initiating child protection activity programs (actor). Although UNICEF has fulfilled all three major roles, the results of this research show that UNICEF is still not maximizing its role as an arena/forum. Therefore, UNICEF is expected to increase in establishing international forums or dialogues on child protection issues, especially related to child trafficking cases that occur.
