Abstract

This research aims to determine the role of the Directorate for the Protection of Indonesian Citizens (Dit. PWNI) as the institution responsible for protecting Indonesian citizens abroad in protecting Indonesian Migrant Worker (PMI) detainees at the Sabah Immigrant Detainee Depot (DTI). These detainees have experienced human rights violations committed by the Malaysian authorities and DTI officers from the time they were arrested, through the judicial process, until the period of detention before they were deported back to Indonesia. This research uses a qualitative descriptive case study method with interview data collection techniques with parties who participated in protecting PMI detainees. The research results show that the main role of Dit. PWNI in handling PMI cases at DTI Sabah is always coordinating with the Indonesian Representative in the Sabah region, Malaysia, namely the Indonesian Consulate General in Kota Kinabalu by carrying out protective efforts, including data collection or verification carried out periodically, consular briefings, and accelerated repatriation for vulnerable groups consisting of children, women, the elderly, as well as Indonesian citizens/PMI who are sick. Researchers use the concepts of Diplomatic Protection and Human Security as estimates in Dit. PWNI in protecting citizens, especially migrant workers
