Abstract

The political rights of persons with disabilities are also stated in Article 13 of Law no. 8 of 2016 concerning Persons with Disabilities. This law states that every person with a disability has the same rights and opportunities to obtain and exercise their political rights, namely: electing and being elected to public office; channel political aspirations both written and verbal. This research aims to explain the election implementation strategy carried out by the Regional General Election Commission (KPUD) in increasing the participation of disabled voters in the DKI Jakarta Pilkada in the 2017 East Jakarta City Region. The research entitled "Strategy of the East Jakarta Administrative City General Election Commission (KPUD) in Increasing the Participation of Disabled Voters in the 2017 DKI Jakarta Regional Election" is an explanatory form of research that uses qualitative research methods. Qualitative research is research that originates from an inductive mindset, and is also based on objective, participatory observation of a social phenomenon. The research results show that the strategy carried out by the East Jakarta KPUD is an offensive strategy. The strategy to penetrate the market is a strategy that explores the potential of existing candidates so that they can be optimally optimized. The market expansion strategy was implemented by the East Jakarta KPUD in synergy with volunteer democracy targeting the disabled voter base to optimize reach. Apart from that, the role of technology such as social media also plays a role in optimizing the reach of the East Jakarta KPUD.
