Abstract
This study aims to discuss the dynamics of the recruitment function for candidates for Solo Mayor within the Partai Demokrasi Indonesia (PDI) Perjuangan using the personalization theory of political parties from Tatiana Kostadinova and Berry Levitt which has two main criteria, namely the dominance of the party chairman and the weakness of party organizations or institution of political parties. The recruitment function is one of the functions of political parties which aims to select and determine candidates for public office. The method used in this research is descriptive qualitative using primary and secondary data including interviews, documentation, and literature study. The author also uses four stages of data analysis including data collection, data reduction, data presentation, and conclusion. The results obtained from this study indicate that there are dynamics in the recruitment function for candidates for Mayor of Solo including the intervention of the General Chairperson of the Party as a result of his strong dominance in political parties so that the party structure at the local level, namely the DPC PDI Perjuangan Surakarta City cannot implement a bottom-up scheme by bringing in candidates based on Penjaringan. Weak party institutions can also be seen from party regulations regarding the recruitment of regional heads that are not implemented correctly, do not reflect the principles of democracy within the party, the independence of the party structure at the local level, to the pragmatism of the party by carrying out a solo mayoral candidate based on the candidate's social background who is the son of President Joko Widodo who is currently in office. There are deficiencies in this study where it does not contain the actor who gave rise to the name Gibran as a candidate for Mayor of Solo and other aspects that underlie the involvement of the General Chairperson of the Party in determining regional heads so that this can be a reference for further research.
