Abstract
This study aims to explain how the election administration strategy was carried out by the West Jakarta administration city KPU in an effort to increase voter participation rates in the 2019 simultaneous general elections. The method used is descriptive qualitative by using primary data sources and secondary data. The sampling technique was done by purposive sampling. Researchers used four stages of data analysis according to Miles & Huberman, namely data collection, data reduction, data presentation, and withdrawal/verification by data triangulation. The final result of this study shows that the strategy used by the KPU for the West Jakarta administration city to increase voter participation is very good, because in the 2019 election when compared to the participation rate in the 2014 election, the results increased quite significantly. In the legislative election, the participation rate rose significantly above 13% and increased to above 9% in the presidential and vice presidential elections. The strategy used by the KPU for the West Jakarta administration to increase voter participation can be seen through Peter Schroader's political strategy which is divided into offensive strategies and defensive strategies through a democracy volunteer program that targets a target of 10 bases or community segmentation and also through the District Election Committee (PPK) and The Voting Committee (PPS) which helps in socializing related to elections and optimizing the socialization of the use of print media, such as flyers and banners, as well as social media for the KPU for the West Jakarta administration.
