Abstract

In providing public transportation services during the pandemic, public transportation companies as business actors who provide public transportation services are also required to play an active role in implementing the 5M health protocol in order to control and break the chain of spread of Covid-19, especially in public transportation as a form of protection against passengers in line with Minimum Service Standards and other restrictions on activities. However, it seems that this has not been fully implemented so that service improvements are needed. The method used in this research is normative juridical by reviewing related regulations and rules. The results of this study are showing that public transportation companies as parties that provide public transportation services, especially during the pandemic Covid-19, have not been able to implement health protocols into the Minimum Service Standards or restriction rules during thepandemic Covid-19. This can be seen in several examples of cases addressed to PT. TJ as one of the public transportation companies in providing public transportation services related to problems that occur during the pandemic such as the accumulation of passengers which causes nodistancing and increases the possibility for the spread of social Covid-19. With complaints about these services, public transportation companies have a responsibility for their obligations in providing public transportation services so that they seek to improve the services provided during the pandemic. This can be seen, one of which is by increasing the number of bus fleets used in transportation.
