Abstract

Some Indonesians in refugee camps in Syria said they wanted to return to Indonesia. The plan to repatriate Indonesian ex-ISIS citizens then raises pros and cons. Some parties think that Indonesian citizens who have joined ISIS deserve the opportunity to improve themselves and deserve to be returned to Indonesia if they really want to repent. Others are worried that the repatriation of Indonesian citizens who have joined ISIS will actually cause new problems in Indonesia. The problem is that among them there are dozens of children, and they are not the FTF who took up arms to Iraq and Syria. They just follow where their parents go. Using a normative juridical study method, this study explains the potential impacts that can arise on national security if the Indonesian government takes a policy to repatriate Indonesian citizens who have joined ISIS and analyzes the policies that should be carried out by the government on these problems. Based on the research results, rehabilitation or deradicalization alone cannot guarantee that Indonesian children who have joined ISIS with their parents will be able to eradicate radicalism that may have been indoctrinated. It is necessary to carry out continuous and continuous monitoring and monitoring. If it doesn't work, there are three implications/risks: children will continue to look for ways to join radical groups with large numbers of cells, children who later join radical organizations will be brainwashed and their friends will be radicalized in these organizations, and children can move on their own to commit terror. In addition, there are at least 6 (six) stages of socializing children into terrorist networks, namely seduction, schooling, selection, subjugation, specialization and stationing. These stages can be used as indicators by the government to assess the extent to which a child has been exposed to ISIS radicalism. If the repatriation of these children is indeed carried out, then the most important thing for the government to do besides rehabilitation is the social reintegration of children into society, the main components of which are health and psychosocial recovery and support, educational and vocational opportunities, and returning them to family life. and community. Child-focused programs and services must take a holistic approach that takes into account the individual child's needs and rights, the expectations and needs of the family and community, and the specific environment in which the reintegration process will take place.
