Abstract
This study aims to examine the phenomenon of street vendors (PKL) in public spaces, which is often seen as a problem and remains an ongoing challenge in the dynamics of urban development in Indonesia. This research uses a qualitative method with a case study approach. Data collection was conducted through field observations, documentation, and in-depth interviews with key informants, including government officials (Satpol PP), public policy observers, and the vendor community. Data analysis was conducted using Henri Lefebvre's The Production of Space theory. The results show that the contestation carried out by street vendors (PKL) in producing and maintaining public space in the Puncak Bogor area cannot be understood solely as a form of legal disobedience or spontaneous resistance to government policy. The contestation that occurs is a response born of highly contextual rationality to a policy that fails to understand how street vendors actually interpret and live the space. Physical control since June 24, 2024, until now has only been able to visually clean the space in the short term, but has failed to create permanent order in the long term. This is evidence of the failure of spatial production, where the government has only succeeded in physically relocating the area but has failed to address the underlying problem, namely the economic needs of street vendors.
