Abstract
This study examines Indonesia’s security diplomacy strategy toward France in implementing the ASEAN Convention on Counter-Terrorism (ACCT) for the 2020–2024 period through the optimization of the 2021 Defense Cooperation Agreement (DCA). The primary focus of this study is to examine how Indonesia maximizes bilateral cooperation in response to regional procedures and domestic capacities. By adopting the constructivist paradigm and Amitav Acharya’s Theory of Norm Localization, this study explores Indonesia’s role as an active agency that adapts international norms to align with national defense interests and the Sishankamrata doctrine. The research method used is qualitative, involving in-depth interviews with informants from the National Defense Council, the Directorate of ASEAN Political and Security Cooperation, and the Directorate of European Affairs I at the Ministry of Foreign Affairs of the Republic of Indonesia. Research findings indicate that Indonesia implements a “pruning” strategy to streamline regional bureaucracy by utilizing the 2021 DCA with France as a tactical tool. This cooperation focuses exclusively on technical and operational aspects through the acquisition of strategic defense equipment, such as Rafale fighter jets and Scorpene submarines, which are integrated into an Intelligence, Surveillance, and Reconnaissance framework to meet the capacity requirements for countering asymmetric terrorism as stipulated in Article 6 of the ACCT. Through the application of framing, grafting, and pruning procedures, Indonesia can integrate these defense technology transfers while adhering to international human rights standards without compromising its principle of sovereignty. The study’s conclusion indicates that the DCA 2021 is an effective pragmatic maneuver to accelerate national defense modernization while strengthening Indonesia’s role in maintaining regional security and stability.
