Abstract

The establishment of the National Police Transformation and Reform Team for the 2020–2025 period was an institutional response to a crisis of public trust and demands for police reform; however, it drew criticism from civil society for failing to substantively incorporate principles of transparency, accountability, and public participation. This study employs a qualitative descriptive approach, utilizing data from interviews, public documents, civil society organization statements, research findings, and media reports regarding the team's formation. It analyzes the relationships between the state, the police, and civil society through the lenses of Jürgen Habermas’s theories on the public sphere and social critique, David H. Bayley’s theories on police and public security sector reform, and Larry Diamond’s concept of civil society. The findings indicate that civil society perceives the team as being dominated by internal and administrative approaches; it lacks independent external oversight mechanisms and fails to address fundamental issues such as impunity, the politicization of the police, and weak institutional accountability. The team's establishment cannot be considered substantive reform, as civil society involvement remains limited and the design does not fully prioritize principles of democratic policing, transparency, and public accountability. This study contributes by highlighting the importance of a more inclusive transformation of police policy achieved through strengthened external oversight, civil society engagement in policy formulation, and the development of a police reform model grounded in democracy, human rights, and public participation.
