Abstract
This research examines the strategy of Dalian Ocean University (DLOU) in conducting China's educational diplomacy thru the 2025 Training of Trainer (ToT) program. The background of the research is supported by the mismatch between Human Resource (HR) competencies and industry needs. This has shifted the focus of global education diplomacy toward vocational education. China, as one of the countries that consistently adopts a similar approach, uses higher education institutions as the main implementers of its vocational education programs, one of which is DLOU. This research is examined using Knight's theory of educational diplomacy and Ostashova's concept of higher education institutions. The method used is descriptive qualitative with a case study approach, and semi-structured interviews as well as documentation as data sources. The research results show that DLOU implements educational diplomacy thru three main strategies: human resource development, inter-institutional collaboration, and institutionalized internationalization. These strategies include curriculum development, selection of industry partners, and sustainable internationalization, which demonstrate that DLOU has full authority over the implementation of China's educational diplomacy.
