Abstract
This study aims to analyze the motives behind China's transport infrastructure investments in Rwanda from 2019 to 2021 within the framework of South-South Cooperation (SSC). The research adopts perspectives from SSC, Foreign Direct Investment (FDI), and economic statecraft. A qualitative analytical method was employed, utilizing three data analysis techniques: data reduction, data presentation, and conclusion drawing. Data were gathered through interviews and a literature review. The findings indicate that while China's transport investments in Rwanda constitute a form of South-South Cooperation, they also involve the potential for Chinese economic statecraft, evidenced by the dominance of State Owned Enterprises (SOEs) on the ground. Although this cooperation presents challenges such as the lack of growth among local construction firms and minimal technology transfer the phenomenon cannot be simplistically reduced to unilateral hegemony or a debt trap. Instead, these investments represent a tangible manifestation of contemporary SSC, in which Rwanda actively upholds its political independence, while remaining economically and technologically dependent on China. Through rational calculation, Rwanda consciously leverages the principles of South-South Cooperation to accelerate the development of transport infrastructure and achieve its national economic transformation goals.
