Abstract

This study examines the implementation of health care policies as a means of fulfilling the right to health for pregnant and breastfeeding female inmates at the Jakarta Class IIA Women’s Correctional Facility. This is in light of the fact that the right to health for female inmates in vulnerable groups has not yet been fully realized. Therefore, this study aims to examine how health services are provided to pregnant and breastfeeding female inmates at the Class IIA Jakarta Women’s Correctional Facility. This study employs a qualitative method with a descriptive approach, and data collection techniques include in-depth interviews with informants selected based on the study’s needs, as well as documentation. The data obtained were analyzed using the theory of public policy implementation according to George C. Edwards III and the concept of the right to health from a human rights perspective. The results of the study indicate that the implementation of health services for pregnant and breastfeeding female inmates at the Jakarta Class IIA Women’s Prison is driven by key supporting factors, namely the commitment of health care workers and leadership roles, while the primary constraining factor is budget constraints. This study concludes that health services for pregnant and breastfeeding female inmates at the Jakarta Class IIA Women’s Prison have been implemented but are not yet optimal due to the identified constraints.
