Abstract
This study aims to analyze the role of the Indonesia Global Compact Network (IGCN) as a non-governmental organization (NGO) in advocating for gender equality through the Target Gender Equality (TGE) program in Jakarta during the 2020–2024 period. To explain this role, the study employs Transnational Advocacy Networks (TANs) theory, specifically its two central concepts, the boomerang pattern and the typology of information. The study adopts a descriptive qualitative approach through a case study method, with data collected through semi-structured interviews and documentation. The findings indicate that the boomerang pattern employed by IGCN is collaborative-facilitative in nature, differing from the classical model, which tends to be confrontational. Rather than pressuring the state through external leverage, IGCN draws on the normative legitimacy of the UN Global Compact and UN Women to encourage domestic-level change. This pattern is further reflected in the use of the four information-typology strategies, in which information politics emerges as the most dominant strategy, while leverage, symbolic, and accountability politics operate with more limited intensity. Accordingly, this study concludes that IGCN has successfully fulfilled its role as an NGO in advocating for gender equality by disseminating and internalizing global values into corporate practices at the domestic level. Nevertheless, this advocacy continues to face limitations inherent to the voluntary advocacy model, particularly with regard to accountability mechanisms that remain non-binding.
