Abstract
This study aims to analyze the implementation of the DKI Jakarta Provincial Government’s social assistance program in providing social protection in the Thousand Islands in 2024 by employing George C. Edwards III’s policy implementation theory as cited in Jumroh and Pratama (2021) and Bambang Sunggono’s implementation constraint theory as cited in Hutahayan (2019). This study employed a descriptive qualitative method with a case study approach. Data were collected through in-depth interviews, while informants were selected using purposive sampling. The findings indicate that the implementation of the DKI Jakarta Provincial Government’s social assistance program in the Thousand Islands has been carried out relatively well and has contributed to providing social protection for vulnerable and low-income communities through the fulfillment of basic needs, the reduction of household expenditure burdens, and improved access to education. Nevertheless, the implementation of the program continues to face several challenges, including the limited number of policy implementers at the local level, the potential for errors and inaccuracies in beneficiary data, and distribution constraints resulting from the geographical characteristics of the archipelagic region. The study concludes that the implementation of the social assistance program has contributed to providing social protection for vulnerable and low income communities in the Thousand Islands in 2024. However, further improvements are still required in terms of monitoring, communication and coordination, as well as data validity. This study recommends strengthening the quality of the beneficiary database used as the basis for determining social assistance recipients. Furthermore, this research contributes to the development of Political Science, particularly in the fields of public policy implementation and welfare politics.
