Abstract

This study aims to examine the power dynamics among actors during the formulation and implementation of the *Silondo Bermula* innovation in Sukmajaya District, Depok City influence the sustainability of this public service innovation. A qualitative research method was employed, utilizing a case study approach focused on *Silondo Bermula* in Sukmajaya District. Applying Lukes’s three-dimensional theory of power relations, the study reveals the existence of power dynamics among the actors involved in the initiative's development and implementation. Although the program is integrated into Sukmajaya District, a power imbalance is evident; the district administration lacks the authority to influence *Silondo Bermula* policies. Drawing on Aaron Wildavsky’s theory of budgetary politics, the study observes that the Depok City government allocates funds primarily to priority programs, including public service innovations intended for the community. However, the findings indicate that *Silondo Bermula* receives no funding from the regional budget (APBD), as the Population and Civil Registration Agency (Disdukcapil) operates the innovation independently. This research contributes to the field of political science, specifically regarding the study of power relations among actors implementing e-government initiatives within local-level public service innovations.
