Abstract
In this dynamic era of digital transformation, effective information technology (IT) governance has become a crucial strategic pillar for the telecommunications industry to ensure operational efficiency and the sustainable mitigation of business risks. As a B2B satellite-based VSAT provider, PT Tangara Mitrakom faces challenges including reactive network outage management, key-person dependency, risk fragmentation, executive information asymmetry, and suboptimal macro-level compliance evaluation. This study evaluates existing capability levels, identifies gaps, and formulates strategic improvements using the COBIT 2019 framework with a mixed-methods approach. Through Design Factor analysis (threshold ≥75), five priority domains were identified EDM03, EDM05, DSS03, MEA03, and MEA04. Data were collected via document reviews, in-depth interviews, and validated questionnaires from 38 respondents. The results indicate that the company’s IT ecosystem is transitioning from defined to measurable processes. While EDM05 successfully achieved the Level 4 target (Quantitatively Managed Process), the EDM03, DSS03, MEA03, and MEA04 domains remain at Level 3, leaving a 1-level capability gap. Zero-product-cost recommendations are categorized into three tiers which is high priority for digital compliance repositories, periodic assurance plans, and risk data integration, medium priority for SLA-based ticketing optimization and knowledge management systems, and low priority for executive Business Intelligence dashboards. In conclusion, this tiered optimization provides a proactive blueprint projected to minimize bureaucratic latency and mitigate future service contract penalties.
