Abstract
The Free Halal Certification Program (Sehati) was launched to help Micro and Small Enterprises (MSEs) meet their halal certification requirements. Although the program is free of charge, its implementation still faces challenges, such as a lack of public awareness. This study aims to analyze the internal and external factors that influence the effectiveness of the Sehati program. The research employs a descriptive qualitative method using a case study approach and SWOT analysis. Data was collected through interviews, observations, and documentation involving internal BPJPH staff and MSME operators. The research results show that the Sehati program is fairly effective, with an average score of 3.8 out of 4. This program has facilitated access to halal certification for MSMEs and increased consumer confidence in MSME products. The SWOT analysis identified strengths in the provision of free halal certification and the role of halal product process facilitators, while the main weakness lies in budget constraints, which have prevented outreach efforts from reaching all MSMEs that meet the program’s criteria. Opportunities lie in the use of social media and the mandatory nature of halal certification. The presence of individuals who tarnish the program’s image remains a threat.
