Abstract
Sidewalks are public spaces that should ensure accessibility and safety, especially for vulnerable groups. However, in the area from Jalan RS Fatmawati to UPNVJ, sidewalks are often repurposed by street vendors (PKL) and illegal parking attendants into informal economic spaces. This study aims to identify forms of sidewalk function violations and analyze evidence-based policy approaches as the foundation for developing more inclusive public policies. Using a qualitative approach, data was collected through observation, in-depth interviews with pedestrians, street vendors, illegal parking attendants, and expert informants. Findings reveal a contestation of interests in public spaces. For street vendors and illegal parking attendants, the use of sidewalks is a means of survival. However, this situation disrupts pedestrians and degrades urban spatial quality. This study recommends public policies that not only emphasize enforcement but also consider the socio-economic conditions of informal actors. An evidence-based policy approach is crucial for designing data-driven solutions that are fair and supportive of marginalized communities.
