Abstract
This research aims to examine the implementation of the Family Resilience Policy by the Government of Depok City as an effort to reduce the divorce rate. The number of divorce cases in Depok City shows a relatively fluctuating trend. However, despite this fluctuation, Depok City has received the Family-Friendly City award, whose assessment includes the divorce rate indicator. This discrepancy underscores the need for further investigation into how the Depok City Government carries out the Family Resilience Policy as a strategy to lower the divorce rate. Additionally, it is important to assess cross-sectoral collaboration as mandated in Perwali Kota Depok No. 30 Tahun 2021. This study employs a qualitative method with a case study approach. Data were collected through in-depth interviews with informants relevant to the research topic. The analysis draws on the theory of Public Policy Implementation within the framework of the content of policy and context of implementation by Merilee S. Grindle, as well as the concept of family resilience. The result of the study indicate that the implementation of the Family Resilience Policy in Depok City is not yet optimal. Based on the indicators type of which show that the number of people who receive benefits from the family resilience program is still low. Then from indicators power, interests, and actor strategies, the authority possessed by the Depok City Government has not been sufficient to unify the diverse interests of various actors, as evidenced by the absence of an established Family Resilience Institution. From the perspective of the governing regime, leadership transitions have led to shifts in political support, which in turn affect budget efficiency for family resilience programs. Furthermore, institutional responsiveness remains relatively low, reflected in the limited community participation in accessing PUSPAGA services.
