Abstract
The Jakarta Smart City policy is one of the efforts of the Provincial Government of DKI Jakarta to realize modern, effective, and public service–oriented urban governance. This research originates from the problem of low efficiency in public services within the mobility and environmental sectors, which have long been challenged by traffic congestion and air pollution issues. The study aims to analyze the implementation of the Jakarta Smart City policy and to assess the extent to which this policy contributes to improving the quality of public services in both sectors. This research employs a qualitative approach with data collection techniques including interviews, documentation, and literature study. The analysis is based on Hogwood and Gunn’s (1984) policy implementation theory, which emphasizes a top-down approach. The findings indicate that the implementation of the Jakarta Smart City initiative has had a positive impact on the efficiency and effectiveness of public services, particularly through the JakLingko program in the mobility sector and the Environmental Monitoring System (EMS) as well as vehicle emission testing in the environmental sector. However, its implementation still faces several obstacles, such as limited digital infrastructure, suboptimal cross-actor coordination, and low levels of public participation. The study concludes that the Jakarta Smart City policy demonstrates a positive trajectory toward sustainable Smart City governance. The research suggests the need to strengthen collaboration among stakeholders, enhance human resource capacity, and promote active public participation to support the development of innovative, efficient, and responsive public services that meet the needs of Jakarta’s citizens.
