Abstract

This study analyzes the strategies employed by the Urban Poor Network (JRMK) in fighting for the rights of Kampung Bayam residents affected by the eviction for the construction of the Jakarta International Stadium (JIS) in 2023, as well as the obstacles they faced. Using a qualitative case study approach, data was collected through interviews with JRMK, residents, technical assistants, and secondary sources. The results show that JRMK used political advocacy strategies, both litigious and non-litigious, demonstrations, public campaigns, and lobbying with the government. These strategies led to a promise of relocation through Kampung Susun Bayam, but its realization has been minimal: of the 642 affected families, only a small portion received housing, while the others remain without certainty and adequate compensation. The main obstacles include the government's denial of its political contract, the limited reach of advocacy, and the stigma of criminalization of residents. These findings emphasize the need for a more structured, collaborative, and sustainable advocacy strategy to protect the rights of the urban poor.
