Abstract

This study aims to explore the strategy of the General Elections Commission (KPU) of Bogor Regency in increasing political participation through the 2024 Electoral Parade (Kirab Pemilu) program. Bogor is the region with the largest number of voters in West Java, consisting of 40 sub-districts and a highly diverse population. Within this context, the Kirab Pemilu program was initiated as a political communication strategy to reach voters, especially those previously less engaged in the electoral process. The research uses a qualitative approach with a case study method. Data were collected through in-depth interviews with KPU officials and local residents, literature review, and documentation analysis. The findings indicate that Kirab Pemilu played a role in raising political awareness through cultural events, direct engagement, and diverse outreach media. Voter participation increased from 81% in the 2019 election to 85% in 2024. Nonetheless, challenges such as limited outreach in rural areas, low political literacy, and underutilization of digital platforms remain obstacles that need to be addressed. This study is expected to contribute to the development of more effective political communication strategies that are grounded in the local characteristics of the electorate.
