Abstract
This research analyzes the communication strategies implemented by the Commander of the Military Resort Command KOREM 174/Anim Ti Waninggap to address social conflicts in Papua during the 2020-2022 period. Using a qualitative research method with a phenomenological approach, this study successfully explores and reveals in-depth how these communication strategies were perceived and interpreted by key informants. The main finding of this research is a fundamental shift in conflict handling from an old militaristic and repressive pattern to an approach that prioritizes humanistic values, respect for local wisdom, and empathy. Major General TNI Bangun Nawoko's leadership style, while in office, combined egalitarian and dynamic styles, which involved consistent social communication through open dialogue, participation in traditional activities, and the involvement of local figures. This strategy has proven effective in reducing the frequency of armed conflict, peacefully resolving conflicts, and increasing public trust in law enforcement. This success is also seen in the successful implementation of the XX National Sports Week (PON) and the COVID-19 vaccination program in Papua. In conclusion, communication is not just an auxiliary tool, but the core of effective conflict management in Papua, which is built on a foundation of mutual respect and justice.
