Abstract

This study aims to examine the planning process, budgetary political dynamics, and implementation of the Simple Rental Apartment Program (Rusunawa) intended for Low-Income Communities (MBR) in DKI Jakarta. The need for decent and affordable housing in DKI Jakarta is very high, the Rusunawa Program is present as a solution in providing decent and affordable housing. This study will observe the role of the DKI Jakarta Provincial Government in the development planning process, the interests and interactions between actors in the budgetary political process, and the results of the Rusunawa Program bringing benefits to Low-Income Communities. The analytical tools used to review this study use Development Theory, Planning Theory, Budgetary Political Theory, and Public Policy Implementation Theory. This study uses a qualitative approach with a data collection process through interviews with the Dinas Perumahan Rakyat dan Kawasan Permukiman DKI Jakarta, DPRD Provinsi DKI Jakarta, observers of urban planning and public policy development, and rusunawa residents. This research is also strengthened by research data information from books, journals, articles, the internet, and adding documentation that further completes the data from this study. The research results show that in its planning, the DKI Jakarta Provincial Government has considered social and economic welfare, is future-oriented, makes decisions in line with objectives, and has a very comprehensive work program involving various stakeholders. In terms of budget politics, political dynamics occur between the executive and legislative branches through formal and constitutional interactions. Furthermore, the program's implementation has been quite well-executed, and its benefits have been felt by low-income communities. At the end of this research, practical and theoretical suggestions are provided to improve the benefits of the low-income housing program in the future.
